Student Senate Constitution

Section 1

The officers of this organization shall be President, Vice-President, Secretary, Treasurer, Public Relations/Historian, and Executive Representatives.

Section 2

The President shall:

1. Preside over all meetings of the Senate.
2. Call special meetings of the Senate.
3. Appoint committee chairpersons.
4. Vote in case of a tie.
5. Cooperate with administration in the planning and implementing of orientation.
6. Serve as an ex-officio member of all committees.
7. Encourage cooperation and act as an intermediate between faculty and students.
8. Present matters to the Senate.
9. Perform all duties as prescribed in Robert’s Rules of Order or elsewhere in the Constitution.
10. Appoint members with the approval of the Senate to fill vacancies.

Section 3

The Vice-President shall:

1. Perform all duties of the President in the event of the President’s absence.
2. Succeed the office of the President in the event of resignation, permanent suspension, or suspension by two-thirds vote of the Student Senate.

Section 4

The Secretary shall:

1. Take roll at Senate meetings.
2. Take minutes of each Senate meeting and each special meeting called by the President.
3. Type and submit a copy of the minutes to the advisor and have copies available to clubs upon request.

Section 5

The Treasurer shall:

1. Make financial reports at the request of the President or advisor and have financial reports available at the first and last meeting of each semester.
2. Submit requisitions and bills to the office in accordance with the accounting procedures of North Central Missouri College.

Section 6

The Public Relations/Historian shall:

1. Write a history of the Student Senate covering the year in office.
2. Maintain a scrapbook in which press clippings, photographs, and other materials of interest are preserved.
3. Shall help with the advertising of Senate meetings and other special events.

Section 7

The Executive Representatives shall:

1. Help the President perform duties.
2. Be available for committee meetings during the absence of the President.
3. Help share ideas, interests, and concerns of students.

Section 8

The failure of any officer to perform their duties will result in a letter from the Senate membership to the advisor stating displeasure with the officer’s performance. The advisor will give the officer a warning. If behavior continues, Senate membership can call for impeachment by two-thirds vote.

Section 9

A faculty member shall be appointed by the administration as an advisor. They shall serve as an ex-officio member of the Senate.

Section 1

The president, who shall be a sophomore in the fall, must have an accumulative grade point average of 2.5 and must maintain this average while serving in office. This person shall be in attendance as a full-time student at North Central Missouri College in the semester of election.

Section 2

The Vice-President, who will be a sophomore in the fall, must have an accumulative grade point average of 2.5 and must maintain this average while serving in office. This person shall be in attendance as a full-time student at North Central Missouri College in the semester of election.

Section 3

The Secretary, Treasurer, and Public Relations/Historian must have an accumulative grade point average of 2.5 and must maintain this average while serving in office. They shall be enrolled as students, while serving in office, at North Central Missouri College.

Section 4

The Executive Representatives must have an accumulative grade point average of 2.5 and must maintain this average while serving in office. They shall be enrolled as students, while serving in office, at North Central Missouri College.

Section 1

Student Senate membership shall consist of the President, Vice-President, Secretary, Treasurer, Public Relations/Historian, up to four Executive Representatives, and two representatives from each chartered organization. A chartered organization shall be defined as: an organization with elected officials and representatives. Having a constitution on file with the Coordinator of Student Activities, having been granted a charter by Student Senate, for a good faith effort at annual compliance with Student Senate requirements.

Section 2

Two successive absences or a total of three absences per semester shall be sufficient cause for dismissal of any Student Senate member. This shall be left to the discretion of the Student Senate.

Section 3

Each Student Senate member must maintain good academic standing to remain an active member of the Student Senate. They shall be enrolled as a student of North Central Missouri College.

Section 1

The Student Senate shall have the power to:

1. Make all rules and regulations necessary for the successful performance of its duties and those necessary to promote general welfare of the student body.
2. Supervise all extra-curricular activities, such as social functions, school drives, and community projects that are sponsored by the Student Senate.
3. Supervise special and general elections.
4. Provide for initiative referendum and recall the elections upon receipt of a petition signed by 50 percent of the student body.
5. To promote and coordinate organizational activities and to issue and if necessary, revoke organizational charters.
6. Promote respect for school property.
7. Investigate and report matters especially referred to the Student Senate by faculty and/or administration.
8. Recommend to the attention of the faculty and administration matters that are outside the Student Senate jurisdiction.
9. To appoint representatives to the college and other committees as requested.
10. To advise on the development of or planning for annual leadership training.
11. The Student Senate will not discriminate on the basis of sex, religion, race, national or ethnic origin, mental or physical handicaps, sexual preference or age.

Section 1

The Student Senate shall meet at least two times each month at a time and place established by officers of the Student Senate.

Section 2

The Constitution shall be read and distributed to each new member of the Student Senate at the beginning of each semester.

Section 3

Senate meetings shall be open to all student body members, faculty members, and administration that wish to attend.

Quorum:

A quorum of the Senate shall be three officers from the Executive Committee, and one third of the organizational representatives of the membership shall be necessary to transact business except that fewer members may adjourn the meeting.

Necessary Vote:

All laws and appropriations shall require a two-thirds majority vote of the Senate members present voting for passage.

Section 1

Elections of Student Senate President, Vice-President, Secretary, Treasurer, Public Relations/Historian, and Executive Representatives shall be held in the spring following mid-term grade distribution, prior to the year to hold office.

Section 2

If there are no candidates opposed to those properly reviewed to run for the above offices, then no election need to be undertaken; a simple majority vote will suffice to place them in office.

Section 3

Candidates for the offices of President, Vice-President, Secretary, Treasurer, and Public Relations/Historian shall be nominated as follows: Any student meeting the requirements prescribed in Article II for that office may become a candidate by presenting on or before a specified date by the Student Senate the appropriate completed application forms as per the instruction of the form.

Section 4

Votes may be cast for those candidates whose names appear on the ballot.

Section 5

The campaigning may begin immediately after filing the nominating petition; but must be consistent with campaign regulations as established by the election commission.

Section 1

Amendments to the Constitution may be proposed and presented in writing by any member of the Student Senate, any club, organization, or member of the student body at any regular meeting.

Section 2

Such amendments shall become proposed when passed by two-thirds majority of the Student Senate members present at any regular meeting. A two-thirds majority vote of the students voting at any subsequent meeting shall adopt an amendment.
